Our Attendant Care Services are grounded in the Independent Living Movement. The values and intent of Attendant Care were originally developed by persons with physical disabilities for people with physical disabilities.
It guides the development of Independent Living Services’ operating principles and policies, leading to effective self-directed services, and the potential of delivering a high level of satisfaction for both client and attendant.
Self Directed Services
Clients are considered to be the best judge of their own needs and interests and should have a decisive voice in determining which services they should receive and how these services should be delivered.
Clients have the right to:
- Direct their services without being guided or pressured
- Have a voice in determining which services they should receive
- Work with ILS in a collaborative way
Clients are expected to know, or be able to learn:
- Their individual needs
- The time required for assistance
- How to explain, step-by-step, how assistance is to be provided
- How to use their scheduled time efficiently
A family member or other person the client has designated may provide interpretation of the individual’s instructions, but they cannot direct on behalf of the client.
ILS Attendant Care Services are funded through NSM Local Health Integration Network. Attendant Care Services involve both personal support and homemaking services for individuals with physical disabilities living throughout Simcoe County.
To be eligible for Attendant Care Services, individuals must:
- Be 16 years of age or older
- Be insured under the Health Insurance Act of Ontario
- Have a permanent physical disability and requires physical assistance with activities of daily living in order to accomplish such tasks safely and within a reasonable time
- Be able to direct their own care
- Be able to have medical and professional needs met by the existing community health network on a visitation basis
- Be able to have their Attendant Care Services provided in their own home, in their workplace, or at a place where they are pursuing adult education courses to obtain a degree/certificate/diploma (this is in Attendant Outreach Services only)
- Must be able to live safely unattended
Applicants are not eligible for NSM LHIN funded Attendant Care Services if one of the following situations apply:
- The individual is receiving funding for personal support and homemaking services at a level that meets the individual’s assessed plan of service; or
- The individual only requires assistance with homemaking activities; or
- Services are required on a short-term basis or form part of a rehabilitation program designed to assist an individual in recovering from an illness and/or accident; or
- The individual currently lives in accommodation and receives on-site Supportive Housing Services that include personal support and homemaking; or
- The individual is not capable of directing their own care; or
- The individual ceases to meet all of the eligibility requirements; or
- The person is currently receiving insurance payments or benefits for personal support and homemaking services as a result of a physical disability at the level sufficient for their assessed service requirements.
Attendant Care Services involve both personal support services and homemaking services.
Please note: Only individuals who receive personal support are eligible for the homemaking assistance.
Attendant Outreach Services
Attendant Outreach Services can be provided in your home, place of employment or educational setting. The Attendant follows your direction and assists you with your activities of daily living. Based on your requirements, services are provided under your direction, by an Attendant on a prescheduled visitation basis in your home. Services are available between 6:00 a.m. to 12:00 a.m.
- Personal grooming and hygiene
- Bathing and washing
- Assistant with rising and retiring
- Assistance with breathing
- Transferring and toileting/bowel and bladder routines
- Assistance with eating
- Essential communication
- Positioning and transferring
- Assistance with mobility
- Meal preparation
- Shopping and banking
This component of our Attendant Outreach Services offers you the opportunity to be actively involved in recruitment and scheduling on your own Attendant Outreach Services.
This service is available to parents with a physical disability that require physical assistance to carry out normal parenting activities of daily living. Individuals must meet the eligibility criteria for Attendant Care Services in order to receive this service.
